There are other philosophy courses and as far as I am aware the Religious Studies courses can be taken from a secular stance.

Definitely, provided you're prepared to work on a distance learning basis. There are numerous providers of A-Level courses, such as www.nec.ac.uk or Oxford Open Learning.
